Los departamentos de Putumayo y Huila serán los encargados de recibir a los ciclistas del lote nacional en la categoría juvenil masculina, y élite, sub-23 y juveniles de segundo año en las damas, que competirán en la edición 2023 de la Vuelta del Porvenir y el Tour Femenino, evento que se llevará a cabo del 2 al 6 de noviembre.
La carrera, que será organizada por la Federación Colombiana de Ciclismo, con el apoyo del Ministerio del Deporte y en convenio con Indercultura Putumayo, constará de cinco etapas, que recorrerán 423 kilómetros y que comenzará con una fracción de 115 kilómetros, entre Mocoa y Orito.
En la segunda etapa se llevará a cabo una contrarreloj individual de 15.3 kilómetros entre Villagarzón y Mocoa, mientras que, en la tercera jornada, el municipio de Pitalito, en el Huila, será epicentro de un circuito de 9,7 km, en el que los varones deberán realizar ocho vueltas para completar 77,6 km, y las mujeres seis, para 58.2.
El cuarto día de carrera tendrá una etapa de 100 kilómetros en territorio opita, con salida en Pitalito y llegada a Gigante. La carrera culminará el lunes festivo 6 de noviembre, con una etapa de 113 kilómetros, entre Garzón y Rivera, en la que se conocerán a los sucesores de Jaider Muñoz y María Camila Atahualpa, campeones de la edición 2022.
El cronograma oficial de la edición 39 de la Vuelta del Porvenir y 19 del Tour Femenino se abrirá el miércoles 1 de noviembre, con la revisión de licencias y confirmación de ciclistas.

Etapa 1 – jueves 2 de noviembre: Mocoa – Orito (115 km)
Etapa 2 – viernes 3 de noviembre: CRI Villagarzón – Mocoa (15.3 km)

Etapa 4 – domingo 5 de noviembre: Pitalito-Gigante (100 km)
